Specific Arrangements for CEPA

Hong Kong and Macau service suppliers are permitted to establish wholly-owned or joint venture job intermediaries in the Mainland China to develop the following businesses: information collection, sorting, storage, announcement and consultancy services for personnel demand and supply; talent recommendation; recruitment; test and evaluation; job training; personnel agency and other related businesses.

Requirements for Service Suppliers

• More than 3 years in job intermediary services
• At least 5 full-time staff with certificate of qualification for job intermediary service
• Regular business place and office facilities
• Sound articles of association, management systems and working rules
• Clear business scopes

Required Documents

• Application for incorporation
• Feasibility study report
• Contracts, and articles of association
• Certificate of qualification for job intermediary services
• Enterprise Name Approval in Advance Notice
• Certificates of service suppliers
